Deputy Spill Response Manager
The Deputy Spill Response Manager (DSRM) helps the RPIM coordinate the response effort. Information gathering, coordination of daily and shift meetings, and assisting in the activation of the spill response are the primary duties of the DSRM. The DSRM stays in contact with various members of the management staff. The DSRM also evaluates the spill situation with the RPIM, helps in making recommendation for response participation and in activation of the cleanup organization. He/she works closely with the four functional divisions to ascertain equipment needs, manpower, spill containment and recovery supplies, and etc. and reflects these recommendations to the RPIM. The DSRM is responsible for coordinating the daily briefings and meetings with government agencies, response personnel and management staff.
Before the Spill:
1. Assist the RPIM to plan for and prepare the required spill response simulations and drills.
2. Assists in the evaluation of the simulation or drill.
3. Maintain up-to-date pager, cellular telephone, and fax numbers for government agencies, response contractors and suppliers, cooperatives, and company personnel.
During the Spill:
1. Assist the RPIM as requested and in any way possible.
2. Assist in calling out all appropriate personnel and equipment for the spill response.
3. Supervise the activation and establishment of the command post and other vital facilities.
4. Coordinate activities with the RPIM and the following groups:
-Response Operations
-Technical Response and Planning
-Operational Support-Logistics
-Operational Support-Finance
5. Coordinate, set up, and assist the RPIM in running scheduled and impromptu meetings with the unified command, management staff, and other necessary personnel.
After the Spill:
1. Assist in supervising post-response activities.
2. Assist in the preparation and proofing of a complete report covering the spill and response actions.
