Logistics Chief

The Logistics Chief (LC) oversees the activities and duties of assigned subordinate managers. The LC ensures coordination of supporting activities with the Response Operations Section, and the RPIM. The Logistics section is responsible for materially supporting all units involved in the response and providing any assistance that is requested. Specifically, they provide for communications, transportation, manpower supply, food and housing, spill supplies and equipment, security services, and provide for the medical needs of the responders. The subordinate managers under the LC consist of the following:

Before the Spill

1. Assist the RPIM, other section chiefs, and their subordinate managers in estimating the materials, supplies, manpower, equipment, transportation needs, and communications needed for various sizes and classes of spill scenarios. These resources should be listed and updated in the site-specific response plans.

2. Keep an updated file on local service contractors, catering services, hotels/motels, hospitals, and etc. that may be called upon to provide service and support under contract in the event of a spill.

During the Spill

1. Establish immediate communication with the RPIM, OPS Chief, and other section heads and managers for information on the spill size and estimates of probable material support needed for the spill.

2. Coordinate the selection of the staging area with the RPIM and the Staging Area Manager for directions in delivery and for off-loading equipment and supplies. Maintain a log of equipment and supplies ordered and delivered for the Finance Section.

3. Brief subordinate managers on the immediate situation, what is expected from them in the immediate future in terms of material and service support, and periodically monitor the progress. Many of the support ordering mechanisms will be already in place so the support managers will need to track arrival times and provide this information to the ordering entity and the LC.

4. Have the support managers immediately alert local service contractors of the possible need of their services and mobilize them at the request of the RPIM.

5. Coordinate with the Finance section to maintain a supply of credit cards, petty cash, and purchase order forms at the Logistics Section headquarters.

6. Ensure, thorough inspection and communication with subordinate supervisors and managers, that supplies and services are being adequately provided throughout the spill response.

7. Prepare and sign new contracts with contractors and suppliers not previously used and obtain certificates of insurance and performance bonds if applicable.

8. Provide for the necessary cleaning materials and supplies as the response winds down for quick return of demobilized equipment.

9. Keep accurate notes and records of actions taken and observations made. Ensure these records are chronologically correct.

After the Spill

1. Submit an after action report to the RPIM concerning quantity and quality of supplies and services used on the response including responsiveness, an evaluation of the contractors in fulfillment of their duties, and a summary of the overall effectiveness of the Logistics Unit in support of the response.

2. Submit a log of all supplies ordered and received, with the time and date of delivery, to the finance section for validation of payments to suppliers and contractors.
