Messing and Berthing Manager
The Messing and Berthing Manager (MBM) is responsible for developing a list of restaurants, caterers, grocery stores, and hotel/motels within the region covered by the response plan so that food and lodging can be made immediately available to the many personnel activity for the spill. In some cases, personnel reporting for duty may be responsible for their own messing and berthing arrangements only if they reside reasonably close to the response scene.
In small spill situations dining and lodging may be either supplied at the spill or a per diem rate given to personal for finding food and lodging on the local market. In larger, more complex spills it may be more expedient to feed personnel in shifts from a field kitchen or with a catering service set up at the field headquarters.
