Responsible Party Incident Manager
When a spill occurs, the Responsible Party Incident Manager (RPIM) is a co-director of the entire response effort as part of the unified command. The RPIM is responsible for incident activities including the development and implementation of strategic decisions and for approving, ordering and the release of resources. Since this position is so vital to the response effort and to protecting the interests of the responsible party, it will be filled by at least two separate individuals who will alternate the duty during shift operations to provide continuity and corporate authority to the response. The RPIM will evaluate the spill situation, recommend the degree of participation in the cleanup, and activate the corporate, contract, and cooperative cleanup organizations. The RPIM must direct the overall planning and support for the containment and cleanup operations, including making and approving recommendations on manpower and equipment needs as well as technical support. The RPIM works closely with the unified command, corporate representatives, command staff, and field operations personnel to ensure that the response is being executed appropriately and to protect the corporation.
Before the Spill:
1. Plan, prepare, schedule (in accordance with minimum requirements set by OPA 90), and supervise all preparatory training in the form of response simulations and drills.
2. Evaluate and prepare suggestions for improvement on spill response drills including evaluations of personnel, equipment, efficiency and the overall effectiveness of all components of the spill response simulations.
3.Ensure that up-to-date telephone numbers for notification of government agencies, response contractors, suppliers, cooperatives, and company personnel are kept in the TVRP or FRP. A list of numbers should also be maintained of additional local and national contractors and suppliers of spill response supplies of services for ease of outside acquisition of resources.
During the Spill:
1. Follow corporate and local spill response plan alert procedures.
